Planning begins before the vehicle moves

A secure movement begins with a complete assignment review. Aquila coordinates the pickup authority, identity of the person being transported, originating and receiving contacts, custody classification, relevant behavioral or escape-risk information, required documentation, medical or accessibility considerations, authorized restraint plan, staffing level, vehicle needs, timing, route, planned stops, and escalation contacts.

The scope is confirmed before deployment so the transport team, dispatch center, originating facility, and receiving location share the same operating picture. Information that could affect safety or acceptance at the destination is addressed during planning rather than discovered at the point of transfer.

Chain of custody and controlled handoffs

Personnel verify the individual and required documents at pickup, confirm the condition of restraints and property according to the approved procedure, and document the transfer of responsibility. At the destination, custody is released only to an authorized recipient after identity and acceptance requirements are satisfied. Exceptions, delays, refusals, medical changes, or discrepancies are reported through the established chain before the crew departs.

This disciplined handoff process protects the contracting agency, receiving organization, transport personnel, and person in custody. It also creates a defensible record of who authorized, received, and completed each stage of the movement.

Specialized personnel and applicable federal standards

Secure transport personnel are selected and trained for custody assignments rather than treated as ordinary drivers. Training and qualification requirements are matched to the assignment, applicable law, agency standards, restraint responsibilities, vehicle operation, communications, reporting, emergency response, and the characteristics of the transported population.

For interstate transportation subject to 28 CFR Part 97, Aquila follows the applicable federal standards for private prisoner transport companies. Those standards address screening, a minimum of 100 hours of employee training before transporting violent prisoners, driving-time limitations, staffing ratios, identification, restraints, scheduled-stop notification, escape reporting, communications, vehicle safety, first aid, and the health and physical safety of people in custody. Contract-specific and state or local requirements may impose additional obligations and are incorporated into the operating plan.

Vehicles, communications, and 24/7 oversight

Vehicle selection is based on the number of occupants, custody requirements, trip distance, accessibility needs, equipment, and receiving-facility limitations. Vehicles are inspected and maintained for operational readiness, and assignments use communications, GPS-based fleet visibility, onboard documentation capabilities, and other safeguards appropriate to the contract and route.

Aquila’s redundant 24/7 dispatch centers in Denver and Nashville provide continuous coordination. Dispatch personnel monitor assignment status, maintain scheduled check-ins, record material updates, coordinate agency contacts, and escalate delays, medical concerns, vehicle problems, route changes, or security events according to established procedures. Redundant centers support continuity if one location experiences a localized disruption.

Medical movements and hospital watches

Medical destinations add responsibilities that do not exist in an ordinary facility transfer. Planning may address appointment requirements, mobility, prescribed medications, clinical documentation, restraint limitations, privacy, waiting areas, restroom access, discharge timing, and the receiving facility’s security rules. Transport personnel coordinate custody responsibilities with clinical staff while remaining within the boundaries of their training and authority.

When a person remains at a hospital or medical facility, Aquila can provide a defined custody watch. Post instructions establish observation, relief, communications, visitor restrictions, restraint responsibilities, movement within the facility, clinical coordination, incident reporting, and conditions requiring immediate agency or supervisory notification.

Professional treatment and custodial safety

Security and humane treatment are not competing priorities. Personnel are expected to maintain control while protecting the person in custody from mistreatment, unnecessary exposure, preventable medical harm, and avoidable indignity. Appropriate meals, water, restroom opportunities, climate control, ventilation, medication coordination, and necessary breaks are addressed according to applicable requirements and the approved movement plan.

Any use of force, emergency restraint adjustment, medical event, escape attempt, vehicle collision, allegation of misconduct, or other significant occurrence is managed and documented under the applicable policy and reporting requirements.

Documentation and client visibility

Each program defines the documentation required from request through completion. Records may include authorization and intake information, pickup and departure times, personnel and vehicle assignments, property or document receipt, check-ins, scheduled stops, delays, incidents, destination arrival, receiving-party confirmation, and final custody transfer.
